Both in Evony Age 2 and Age 1 you may have come across situations where the city loyalty is stuck at 1 over hours at ends making it possible for that city to be reinforced or a speech text to be used at the last minute and ruin your grand plans.
The reason for this glitch in the game is due to your excessive attacks. If a city has loyalty of 1 and public grievance of 99, it will hang at loyalty 1. This happens because the city is unable to gain any more grievance. There is a workaround which you may find useful but you should have read this post before the situation happens because its a preventive measure.
We all know that when the loyalty of a city reaches the threshold of 15, public grievance starts and drops the loyalty by 1 every 6 minutes. Seasoned players will send one attack every 6 minutes to take advantage of this and let the city topple on its head. The solution is very simple. DO NOT DO THIS.
Keep sending your loyalty waves as you normally would. True, excessive waves will not do anything to reduce the loyalty after it reaches the threshold of 15 but additional waves will always add to the grievance.
Your aim is to get the grievance to 100 before the loyalty gets to 1. Keep attacking until the grievance gets to 100 even if the loyalty is in double digits. The goal of all this is not reducing loyalty by attacks but increasing public grievance by these attacks.
Once the loyalty reaches let’s say 10, it should take approximately 60 minutes before the city is prime for a takeover. Just remember to keep sending an attack every six minutes after the public grievance has reached 100 because your opponent may have the achievement bonus which reduces his grievance by a set amount.
If you have read this post after you faced this situation, cross your fingers and hope the owner of that city doesn’t come online anytime soon. The loyalty will remain stuck at 1 until the population of that city corresponds to what it actually should be at a loyalty of 1. This gradual decrease of population takes time and it depends of the actual population of that city versus what it should be at the loyalty of 1. Example – The city’s population limit is 10,000 and the loyalty is stuck at 1 but the actual population is 200. Now until the city’s population has reduced to 100 (1% of 10,000), it will remain stuck at the loyalty of 1. Once it has reduced to 100, the loyalty will decrease to 0.
